there is a real demand for a small debts Court is evidenced

by the increase of 114 from 954 to 1068 - in the number

of actions filed in the first 7 months of 1911 as compared

with the corresponding period in the previous year.

The suggestion I venture to make is that the benefit

of a small debts court already enjoyed by the people of

the New Territory, should be extended to Hongkong. This

could I suppose be readily effected by, conferring one one

or more of the Magistrates, civil jurisdiction up to $200.
